EEAS 2.0: Recommendations for the Amendment of Council Decision 2010/427/EU Establishing the Organisation and Functioning of the European External Action Service

Abstract
This Special Report aims to contribute, in practical legal terms, to the ongoing review of organisation and functioning of the European External Action Service (EEAS). The report offers specific recommendations for the amendment of the Council Decision 2010/427/EU on the EEAS, ahead of the General Affairs Council in December 2013 and the possible discussions on the revision of the Service in 2014.
The present recommendations follow the publication, in February of this year, of a legal commentary on the EEAS Decision and should be read with this commentary in mind.
Both reports form part of the EEAS 2.0 project, a collaborative initiative involving independent scholars from around Europe.
